    Judges’ Association of Serbia is a professional, non-governmental, non-profit organization in favor of the establishment of an independent, impartial, professional, efficient and responsible judiciary, through affirmation of law as a profession, advancement of regulations, strengthening of respect, professional ethics and the dignity of judges, with a goal of building a legal state and the rule of law. JAS today has approximately 1000 registered members and 25 branches covering entire territory of the Republic of Serbia, while the Head Office is in Belgrade.     Judges' Association of Serbia (JAS) was founded on April 26, 1997 under the slogan "I DO NOT AGREE" opposing to the inappropriate role demanded from the judges in the disputes related to the tampering with the results of local elections in 1996.   • JAS and Judicial Ethics

    JAS introduced into society, especially in judiciary, justice ethical issues, by adopting its first Canon of Ethics in 1998 as a short summary of 10 moral values and categories. It was accepted by JAS Managing Board and not by all its members who, in those days represented ¼ of judges’ corpus (600 members). In 2003 JAS adopted the Standards of Ethical Rules, after distributing the proposal among all its members (which number increased up till 1.700 judges – more than 2/3 of judges).   • JAS position towards judicial system

    Holistic approach to the reform of judiciary was the reason for JAS to advocate for several systems (of education of judges, regular evaluation of their performances, system of disciplinary liability, etc). Those systems now are introduced in current laws. Establishing the Judicial Council (JTC) in 2001 Law as well as further developing of HJC status and its regulation by the Constitution was done with the efforts of JAS and prominent professors who shared the same point of view. JTC was established in 2001, on the initiative of JAS which, jointly with Serbian Government, was 50%-50% cofounder of JTC. more...
